为深入贯彻党的二十大和中央人才工作会议精神,落实北京量子信息科学研究院(以下简称“北京量子院”)“人才强院”战略,创新引才机制,汇聚顶尖人才,储备国家战略科技力量,为北京国际科技创新中心建设提供有力支撑,现诚邀全球英才依托北京量子院申报2025年优青(海外)项目!

In order to further improve the talent funding system of the Science Foundation, give full play to the function of the Science Foundation in introducing and cultivating talents, and attract outstanding young talents from overseas to work in China, the National Natural Science Foundation of China (hereinafter referred to as NSFC) has established the Science Fund Program for Distinguished Young Scholars of the National Natural Science Foundation of China (Overseas) (hereinafter referred to as Science Fund Program for Distinguished Young Scholars (Overseas)) since 2021.

Beijing Academy of Quantum Information Sciences (hereinafter referred to as BAQIS) sincerely invites global talents to apply for Science Fund Program for Distinguished Young Scholars (Overseas)!

一、量子院简介 BAQIS Introduction

量子院是由北京市政府牵头,联合北京多家顶级学术单位共同成立的新型研发机构。量子院的宗旨是瞄准世界量子物理与量子信息科技前沿和国家在量子信息技术等领域的战略需求,创新体制机制,整合北京现有量子物态科学、量子计算、量子通信、量子材料与器件、量子精密测量等领域优势资源,建设量子信息科技综合性实验和研发平台,汇聚全球杰出科技人才及其创新团队,开展重大科技任务攻关,在量子信息科学领域产出一批重大原始创新成果,努力打造成为协同攻坚、引领发展的国家战略科技力量。量子院将结合北京“国际科技创新中心”的战略定位,积极承接国家重大任务,实现前瞻性基础研究、引领性原创成果重大突破。引进、培养和集聚一批量子信息科学领域高水平人才,在量子物态科学、量子通信、量子计算、量子材料与器件、量子精密测量等方面开展科技攻关,打造世界一流研发机构。

BAQIS is an innovative research institution, sponsored by Beijing municipal government, and founded with partnership of leading research institutions such as Chinese Academy of Sciences, Peking University, Tsinghua University, etc. BAQIS focuses on the fundamental and frontier issues of quantum physics and quantum information science and technology. It has integrated great resources from its partnering institutions in terms of talents and facilities. It has developed advanced synergetic R&D and measurement platforms to be shared across the world, with an attempt to attract top-notch global talents to forge a world leading research force for the research of quantum information science and technology. The research areas of BAQIS include Quantum State of Matter, Quantum Computation and Quantum Communication, Quantum Materials and Devices, and Quantum Precision Measurement, etc.

二、国家自然科学基金优秀青年科学基金项目(海外)Science Fund Program for Distinguished Young Scholars (Overseas)

(一)项目介绍 Program Positioning

自2021年起,国家自然科学基金委员会设立国家自然科学基金优秀青年科学基金项目(海外)。旨在吸引和鼓励在自然科学、工程技术等方面已取得较好成绩的海外优秀青年学者(含非华裔外籍人才)回国(来华)工作,自主选择研究方向开展创新性研究,促进青年科学技术人才的快速成长,培养一批有望进入世界科技前沿的优秀学术骨干,为科技强国建设贡献力量。

The Science Fund Program for Distinguished Young Scholars (Overseas) aims to attract and encourage outstanding young scholars from overseas (including non-Chinese foreign talents) who have made achievements in natural science, engineering and technology to return to China and carry out innovative research in their own choice of research direction, promote the rapid growth of young scientific and technological talents, cultivate a number of outstanding academic backbones who are expected to reach the frontier of science and technology in the world, and contribute to building national strength in science and technology.

(二)申请条件 Applicant Requirements

以下条件参考《2024年国家自然科学基金优秀青年科学基金项目(海外)项目指南》,最终请以2025年指南为准。

The following requirements refers to the guide of 2024 Science Fund Program for Distinguished Young Scholars (Overseas). After the 2025 guide is released, the new version shall prevail.

1.遵守中华人民共和国法律法规,具有良好的科学道德,自觉践行新时代科学家精神;

2.出生日期在1985年1月1日(含)以后;                                         

3.具有博士学位;

4.研究方向为量子信息科学(量子计算、量子通信、量子精密测量)等;

5.在取得博士学位后至2025年4月15日前,一般应在海外高校、科研机构、企业研发机构获得正式教学或者科研职位,且具有连续36个月以上工作经历;在海外取得博士学位且业绩特别突出的,可适当放宽工作年限要求;

6.取得同行专家认可的科研或技术等成果,且具有成为该领域学术带头人或杰出人才的发展潜力;

7.申请人尚未全职回国(来华)工作,或者2024年1月1日以后回国(来华)工作。获资助通知后须辞去海外工作或在海外无工作,全职回国(来华)工作不少于3年。

Applicants should meet the following requirements:

(1) Abide by the laws and regulations of the People’s Republic of China, have good scientific ethics, and consciously practice the spirit of scientists in the new era;

(2) Have a date of birth after January 1, 1985;

(3) Have a doctorate degree;

(4) The research direction is mainly in quantum information science (quantum computation; quantum communication; quantum precision measurement), etc.;

(5) Before April 15,2025, the applicant should have obtained a formal teaching or research position in an overseas university, scientific research institution, or corporate research and development institution, and have more than 36 months of continuous work experience; for those who have obtained a doctorate degree overseas and have particularly outstanding performance, the limitation of work experience may be appropriately relaxed;

(6) The applicant shall have obtained the achievement of scientific research or technology and other achievements recognized by peer experts, and have the development potential of becoming an academic leader or outstanding talent in related field;

(7) The applicant has not yet returned to work in China on a full-time basis, or returned (came) to work in China after January 1,2024. The applicant must resign from the overseas work or have no work overseas after being notified of the grant of funding and return (come) to work in China full-time for at least 3 years.

限项要求:执行中央有关部门关于国家科技人才计划统筹衔接的要求。同层次国家科技人才计划支持期内只能承担一项,不能逆层次申请。

Requirements for limited programs: The Science Fund Program for Distinguished Young Scholars (Overseas) implements the requirements of limited programs of the Science Fund Program for Distinguished Young Scholars in the National Natural Science Fund Guide. Those who applied for or are undertaking the Science Fund Program for Distinguished Young Scholars in the current year are not allowed to apply for Science Fund Program for Distinguished Young Scholars (Overseas).

三、相关待遇 Supporting Policies

(一)薪酬福利待遇 Compensation and Benefits

1.量子院提供有竞争力的薪酬,税前年薪70万元起,特别优秀者一事一议;

2.量子院缴纳社保、公积金15万元/年起;

3.科研奖励绩效;

4.企业年金;

5.实行薪酬动态增长机制、提供岗位晋级机会;

6.本人及配偶、未成年子女补充商业保险。

(1) BAQIS provides competitive salary, annual pre-tax salary starts from 700,000 RMB. For those who have outstanding academic achievements, salary can be negotiated on a case by case basis;

(2) BAQIS provides social insurance and housing fund starting from 150,000 RMB per year;

(3) Research performance bonus;

(4) Supplementary pension fund;

(5) BAQIS provides opportunity for promotion and salary growth;

(6) Commercial insurance for the employee and their spouse and dependent children.

(二)科研资源配置Research resources

1.国家资助:100-300万元,资助期限3年;

2.量子院配套提供持续稳定的科研经费(理论类,科研经费300万元起。实验类,科研经费1000万元起);

3.提供良好的办公用房、科研平台、实验室空间与科研支撑服务,以及博士后招收指标

(1) National Funding: 1 million-3 million RMB. Funding period: 3years;

(2) BAQIS provides matching sustainable and stable research funds. For theoretical physicists, research funds start from 3 million RMB. For experimental physicists, research funds start from 10 million RMB;

(3) BAQIS provides offices and laboratories in good-conditions. BAQIS provides postdoc recruitment quota.

(三)在京生活保障 Other Benefits

1.提供生活补助(含国家配套);

2.支持申请北京市人才公寓(精装);

3.协助办理海外英才本人北京户口;

4.协调解决子女入学;

5.海外入职补贴(机票报销)。

(1) Subsistence allowance (including national support);

(2) Help to apply for government sponsored apartment (with decoration);

(3) Help to apply for Beijing Hukou;

(4) Help with dependent children’s K-12 education;

(5) Reimbursement for international flight ticket.
