一、学术交流会简介
苏州大学2021年东吴海外高层次人才学术交流会将以“云端论坛”的形式举办。本次交流会旨在汇聚一批海外不同学术背景的高层次人才,围绕国际学术前沿及研究热点展开交流,推进合作。
二、招聘岗位及待遇
(一)讲席教授
诺贝尔奖、菲尔兹奖、图灵奖等全球顶级奖项获得者;中国两院院士、发达国家院士;在海内外享有崇高学术声望和影响的大师级学者。年龄一般不超过65岁,一事一议。
(二)特聘教授
1.卓越人才
基本条件
在海外高水平大学、研究机构担任教授、副教授或相当职务,以及著名跨国公司研发部门负责人,年龄一般不超过55岁。
具体待遇
(1)岗位:特聘教授、博士生导师。
(2)薪酬:60-120万元(不含学校缴纳的五险一金)+有关奖励。
(3)安家补贴:200-250万元(不含国家、地方配套补贴)。提供全装修的过渡性人才公寓,拎包入住。
(4)学术启动经费:人文社会科学50-100万元,非实验理科100-200万元,实验理、工、医科300-500万元。可根据需要另行提供大型仪器设备费。团队引进另行商议。
2.杰出人才
基本条件
在海外高水平大学、研究机构担任副教授、助理教授或相当职务者,年龄一般不超过45岁(人文社科类可放宽至52岁)。
具体待遇
(1)岗位:特聘教授、博士生导师。
(2)薪酬:35-60万元(不含学校缴纳的五险一金)+有关奖励。
(3)安家补贴:150-180万(不含国家、地方配套补贴)。提供全装修的过渡性人才公寓,拎包入住。
(4)学术启动经费:人文社会科学50万元,非实验理科60-80万元,实验理、工、医科120-200万元。可根据需要另行提供大型仪器设备费。
*国家优秀青年科学基金项目(海外)
申请条件
具有博士学位,研究方向主要为自然科学、工程技术等,学术成果突出,年龄一般不超过40周岁;一般应在海外高校、科研机构、企业研发机构获得正式教学或者科研职位,且具有连续36个月以上工作经历;在海外取得博士学位且业绩特别突出的,可适当放宽工作年限要求。
具体待遇
依托我校申报国家优秀青年科学基金项目(海外)入选者,学校将以特聘教授杰出人才岗位予以支持聘用。
3.精英人才
基本条件
在海外高水平大学、研究机构担任助理教授或相当职务者,年龄一般不超过38岁(人文社科类可放宽至45岁)。
具体待遇
(1)岗位:特聘教授、博士生导师。
(2)薪酬:25-35万元(不含学校缴纳的五险一金)+有关奖励。
(3)安家补贴:80-120万元(不含国家、地方配套补贴)。提供全装修的过渡性人才公寓,拎包入住。
(4)学术启动经费:人文社会科学10万元,非实验理科30-60万元,实验理、工、医科40-80万元,可根据需要另行提供大型仪器设备费。
(三)优秀青年学者
基本条件
在本学科领域具有一定影响力,学术研究成果突出,有成为青年拔尖人才的潜力。一般应具有博士后科研经历, 自然科学领域年龄一般不超过32周岁,人文社科领域年龄一般不超过35周岁。
具体待遇
(1)岗位:副教授/讲师。
(2)薪酬:20-30万元(不含学校缴纳的五险一金)+有关奖励。
(3)学术启动经费:人文社科一般为10万元、自然科学非实验性学科一般为20万元、实验性学科一般不超过40万元。
(4)提供必要的办公条件和场所、过渡性住房。
三、其他支持措施
(一)人才项目支持
1.优先推荐申报江苏省“双创计划”,对入选的双创人才,三年内省级财政给予总共500万元、300万元、100万元或50万元的创新创业资金资助;对入选的双创团队,三年内省级财政给予总共300-800万元的人才经费资助;对入选的双创博士,两年内省级财政给予总共15万元的创新创业资金资助。
2.优先推荐申报“江苏特聘教授”,如入选,聘期三年内,省级财政给予每人每年12万元的岗位津贴(免征个人所得税),对自然科学类、人文社会科学类分别提供100万元(特别优秀的提供200万元)、50万元的科研经费。
3.优先推荐申报苏州市“姑苏创新创业领军人才”(青年领军人才),如入选,分别给予50万、100万、200万的科技项目经费资助;符合条件的,可按照苏州市“乐居工程”享受拔尖型人才的乐居政策。
(二)个人补贴支持
1.苏州市“引才补贴”,按照相应层次引进的高端人才,苏州市提供引才补贴,入选的人才根据不同类别最高可分别享受25万、50万、250万。
2.苏州市“乐居工程”,入选者可享受“乐居租房贴”、“乐居助力贷”。其中,最高可享受8000元/月的“乐居租房贴”;首次使用公积金住房贷款购买首套住房,“乐居助力贷”不受缴存时间限制,按缴存基数计算可贷额度,贷款额度可放宽至最高限额的4倍。
3.苏州市“优秀人才贡献奖励”,贡献奖励标准不超过个人上年度年收入所形成的地方财力,且不超过其在苏购买或租赁汽车、自住住房、办公用房、参加专业领域培训及兴办企业等支出的总额。奖励总额历年累计不超过100万元/人。
4.还可申请苏州工业园区“金鸡湖人才计划”、“薪酬补贴”、独墅湖科教创新区“高端人才集聚计划”等区级人才计划。
(三)其他支持
1.对全职引进的优秀人才,除提供上述支持措施外,学校还将按照相关政策落实事业编制。
2.学校为特聘教授及以上人才提供充足的办公实验室用房,支持招聘科研助手组建科研团队,研究生招生指标予以政策性倾斜,协助解决配偶工作及子女入学,提供附属医院便捷就医条件。
四、学术交流会日程
本次活动由学校学术交流会和分学科学术交流会两部分组成。

Invitation to 2021 Soochow University’s Dongwu Forum for Overseas High-level Talents
The city of Suzhou, boasting fabulous classical gardens, is crowned as the most prosperous region in the south of the Yangtze River. Located and deeply rooted in the historical and cultural city of Suzhou and founded in 1900, Soochow University is a Key National “Project 211” university, and one of the first institutions selected for “Plan 2011” in China. It is listed into “Double First-Class” Initiative jointly built by the Ministry of Education and Jiangsu Provincial People’s Government. It is also a provincial key comprehensive university sponsored by the State Administration of Science, Technology and Industry for National Defense and Jiangsu Provincial People’s Government. Currently, the university has twelve categories of disciplines including philosophy, economy, law, education, literature, history, science, engineering, agriculture, medicine, management and art, among which fifteen – i.e. Chemistry, Physics, Materials Science, Clinical Medicine, Engineering, Pharmacy and Toxicology, Biology and Biological Chemistry, Neurology and Behavioral Science, Molecular Biology and Genetics, Immunology, Mathematics, Computer Sciences, Agricultural Sciences, Environmental Science and Ecology, General Social Sciences-- rank the top 1% of the Thomson Reuters Essential Science Indicators (ESI) ranking. I. About the Forum
The 2021 Soochow University’s Dongwu Forum for Overseas High-level Talents aims to gather outstanding overseas high-level talents from different academic backgrounds to have online discussions of the latest issues, to promote their collaboration and joint exploration of research frontiers.
II. Positions and Pays
♦ University Professor
Recipients of global top awards including Nobel Prize, Fields Medal, Turing Award, etc.; academicians of the Chinese Academy of Sciences and Chinese Academy of Engineering; foreign member of Academy of Sciences of developed countries; world-class scholar with high academic reputation and impact; under the age of 65 years old; tailor-made pay.
♦ Outstanding Talents
A. Requirements
Professor, associate professor or position of similar levels of a prestigious overseas university or research institution, or head of R&D of renowned international companies, under the age of 55 years old.
B. Pay and Benefits
1. Title: Distinguished Professor and doctoral supervisor;
2. Pay: RMB 600,000-1,200,000 annually (excluding mandatory insurance and housing fund paid by the university), related rewards;
3. Relocation: RMB 2,000,000-2,500,000 (excluding subsidiaries provided by the national and local governments); fully decorated short-term accommodation.
4. Research Support Funding: RMB 500,000 – 1,000,000 for scholars in the Humanities and Social Sciences, RMB 1,000,000-2,000,000 for scholars in Non-experimental Sciences, RMB 3,000,000-5,000,000 for those in Experimental Sciences, Engineering and Medicine. Large-scale equipment and apparatus may be provided as needed. Team recruitment is negotiated separately.
♦ Excellent Talents
A. Requirements
Associate professor, assistant professor or position of similar levels of a prestigious overseas university or research institution, under the age of 45 years old (52 years old for Humanities).
B. Pay and Benefits
1. Title: Distinguished Professor and doctoral supervisor;
2. Pay: RMB 350,000-600,000 annually (excluding mandatory insurance and housing fund paid by the university), related rewards;
3. Relocation: RMB 1,500,000-1,800,000 (excluding subsidiaries provided by the national and local governments); fully decorated short-term accommodation.
4. Research Support Funding: RMB 500,000 for scholars in the Humanities and Social Sciences, RMB 600,000-800,000 for scholars in Non-experimental Sciences, RMB 1,200,000-2,000,000 for those in Experimental Sciences, Engineering and Medicine. Large-scale equipment and apparatus may be provided as needed.
*Candidates of National Sciences Fund for Excellent Young Scholar (Overseas)
A. Requirements
Doctoral degree holder, focusing on nature sciences, engineering technology, etc., with outstanding academic achievements and in principle, under the age of 40 years old. Candidates should in general have a teaching or research position in an overseas university or research institution or R&D department of enterprises with 36 months of consecutive working period. For those who have an overseas doctoral degree and excellent achievements, the requirement for working period can be relaxed to a proper extent.
B. Pay and Benefits
Selected candidates of National Sciences Fund for Excellent Young Scholars (overseas) in the name of Soochow University will be employed to the position of Excellent Talent (Distinguished Professor).
♦ Elite Talents
A. Requirements
Assistant professor or position of similar levels of a prestigious overseas university or research institution, under the age of 38 years old (45 years old for Humanities)
B. Pay and Benefits
1. Title: Distinguished Professor and doctoral supervisor;
2. Pay: RMB 250,000-350,000 annually (excluding mandatory insurance and housing fund paid by the university), related rewards;
3. Relocation: RMB 800,000-1,200,000 (excluding subsidiaries provided by the national and local governments); fully decorated short-term accommodation.
4. Research Support Funding: RMB 100,000 for scholars in the Humanities and Social Sciences, RMB 300,000-600,000 for scholars in Non-experimental Sciences, RMB 400,000-800,000 for those in Experimental Sciences, Engineering and Medicine. Large-scale equipment and apparatus may be provided as needed.
♦ Excellent Young Scholars
A. Requirements
Being influential in related fields, with outstanding academic achievements and the potential of becoming excellent young talents. The applicants should in general have post-doctoral research experience, and be under the age of 32 years old (35 years old for Humanities)
B. Pay and Benefits
1. Title: Associate Professor or Lecturer;
2. Pay: RMB 200,000-300,000 annually (excluding mandatory insurance and housing fund paid by the university), related rewards;
3. Research Support Funding: RMB 100,000 for scholars in the Humanities and Social Sciences, RMB 200,000 for scholars in Non-experimental Natural Sciences, and in principle no more than RMB 400,000 for those in Experimental Sciences.
4. Necessary office spaces and supplies as well as short-term accommodation are provided.
III. Other Benefits
Talents Programs
1. Priority recommendations for applying “Innovation and Entrepreneurship program”. Successful inpidual applicants will be funded with RMB 5,000,000, 3,000,000, 1,000,000 or 500,000 by the provincial government within 3 years. Successful group applicants will be funded with RMB 3,000,000-8,000,000 by the provincial government within 3 years. Successful PhD applicants will be funded with RMB 150,000 by the provincial government within 2 years.
2. Priority recommendations for applying “Distinguished Professor of Jiangsu Province”. Successful candidates will be awarded RMB 120,000 / year (tax free) for three years in the employment term, and a research fund of RMB 1,000,000 (RMB 2,000,000 for excellent ones) and 500,000 for natural sciences and Humanities and Social Sciences respectively.
3. Priority recommendations for applying various talent programs in Suzhou, e.g. “Leading Talents of Innovation and Entrepreneurship of Gusu District” (Leading Youth Talents). Successful candidates will be awarded RMB 500,000, 1,000,000, and 2,000,000, respectively, for scientific research projects. Applicants can enjoy “Easier Settling Project” at top-talent’s level if related conditions are met.
Subsidiaries for Inpidual
1. “Talent Subsidy” of Suzhou: Talents can enjoy the subsidy from Suzhou government according to their level. The amount is at most RMB 250,000, 500,000 or 2,500,000, respectively.
2. “Easier Settling Project” of Suzhou: Selected talents can enjoy subsidies up to BMB 8000 / month for renting supported by “Easier Settling Renting”, and up to 4 times the regular amount of loaning for purchasing houses for the first time and with no other restrictions supported by “Easier Settling Loaning”.
3. “Reward for Contribution of Outstanding Talent” of Suzhou: The amount of reward should not exceed the local financial contribution of the talents based on their annual income, the total amount of the talents’ renting or purchasing automobiles, housing, office, training and founding companies. The total amount of reward per year should not exceed RMB 1,000,000 / person.
4. Additionally, talents can apply for “SIP’s Jinji Lake Talent Plan”, “Salary Subsidy”, “High-Level Talent Cluster Plan” of the Du Shu Lake Teaching and Researching Innovation Zone.
Other Support
1. To the above mentioned talents that are recruited full-time, apart from the above supportive policies, the university will also provide permanent employment according to relevant policies.
2. Distinguished professors will be supported with spatial offices and labs, support for establishing research groups, priority for recruiting students, job and school recommendations for spouse and offspring and convenient medical care.
IV. Timeline
This forum consists of two parts, the university academic sub-forum and discipline specific academic sub-forum.
Applications are open from Nov 18th to Dec 15th 2021.
Invitations will be issued from Dec 18th -20th 2021.
The Forum takes place on Dec 23rd 2021.
Sub-forums of various disciplines will take place at flexible times according to the time zone of the invited. Details will be announced later.

Soochow University will invite scholars to the campus for exchanges according to the pandemic prevention and control policy and the demand of the university. The university will reimburse the return plane ticket (economy class). The reimbursement allowance: Europe and North America RMB 20,000 / person, Asia RMB 15,000 / person, China RMB 6,000 / person. The accommodation will be arranged by the university.
